Post consumer fiber is paper waste that has already been used by the consumer, but thrown away. So the sleeve is made up of 60% material that has essentially been recycled (in this case - paper). Same answer for the cup, except its made from 10%. The higher the percentage, the better for the environment, but a higher the percentage likely weakens the strength of the product. Because the cup holds a hot beverage, they probably limit the amount of recycled material to avoid burning someone. This is the same in terms of plastics when regrind or recycled materials are used. There are allowable limits if not specified that it has to be 100% virgin.
